His name is a misspelling of Peeta Mellark from The Hunger Games. Immediate reject because of plagiarism (it's against the rules to use copyrighted names).

I'm kind of disappointed that it took this long to notice. Nobody googled that?

You're assuming anyone likes that Hunger Games crap, I usually don't just google random character names.

Also shouldn't the guard leaders handle these applications, not the playerbase?

I wasn't aware it was plagiarism. This combined with the fact the he showed rather erratic behavior later on, stuff not befitting serious RP, changes my accept to a reject. At least until I see an improvement.
