{ Introduction }

The Rahmos Consortium is a benevolent and highly secretive shadow society held together by a series of screening governments, corporations, puppet regimes and finally ruled over by a select few men and women of unparalleled influencing stature. They rule the world of Bal V behind the curtains of a million puppets, pulling the strings on public faces to act and fall on their behalf. Blackmailing, assassination, technology, black marketing, piracy and information brokering is what the consortium excels at, and they abuse this upper-hand to unyielding heights.

They hide in plain sight and their operations are nigh untraceable, each string leading to a hundred more, and a thousand more after that. Each master is a puppet of another, each man is but a mask to hide the consortium's vile activities. And the consortium are masters at clearing loose ends and other liabilities that could link back to them. They are the unseen threat, corrupting world upon world without notice. For they wish to remain in the shadows, unseen by the other empires of the galaxy. They do not seek domination, only balance and order through outright control of all things.

The Consortium uses it's assets to tip the scales in war and politics. They seek only to keep a perfect balance in the universe - to ensure that no one exceeds themselves beyond their grasp. Beyond their power.

The surface of Bal V:

The underground cities of Bal V:

Quote :
Bal V is a massive desert world, dotted with mountain peaks and grand canyons that scar it's surface. The planet itself is positioned within a dense nebula field, rendering it invisible to all sensor equipment and makes slip-space travel in close proximity to it impossible. Additionally, the planet is plagued by ionic storms that ravages the planet surface and rips ships apart. To counter this, the inhabitants of Bal V created a space-to-surface elevator, connected to a massive station at the planet's orbit. Ships must follow a narrow pattern of clean space through the nebula, then dock (blindly) to the station, where the personnel must then take the elevators down safely to the planet's underground chasm cities.

Officially, Bal V is registered as a corporate-owned industrial world. However, it is in truth the black heart of the Rahmos Consortium. Beneath the planet surface, in underground cities, they control everything and everyone. Willing, or otherwise.

{ Consortium Structure & Members }

No member of the consortium holds knowledge of whom is truly in command. There is always an overseer, a supervising voice or council of dictators, watching and commanding the lesser masses. These men and women are divided into two sections within the consortium.

{ Sub-article; Outer-circle "The Majority & The Unknowing" }

The outer-circle is the majority and anything that has been influenced by the consortium. They are politicians, generals, officers, industrialists, pirate warlords, terrorist leaders and your every-day bob whom are being manipulated, bribed, bought, blackmailed or brainwashed into serving the higher powers that be. They answer to the inner-circle, and act as puppets without knowledge of it. Knowledge of the Consortium's existence within the outer-circle is rare. Possible, but rare.

{ Sub-article; Inner-circle "The Council & The Administrator" }

A council of few, whom answer to a shadowy figure known as the "Administrator". They hold most of the power within the consortium, and act out their assigned role with finesse and grace, ever aware that the administrator him- or herself, may be watching. They are the puppet-masters, so to speak. But though a council, they remain hidden from each other, and their meetings are usually held over encoded channels with cryptic texts and phrases.

{ Technology }

{ Offensive Technology; 3 }

The arsenal of the consortium has received a multitude of upgrades and is growing ever stronger. The secrets of the Great Artifact has allowed the Consortium the luxury of advanced weaponry beyond their wildest imginations.

{ Defensive Technology; 2 }

The defensive capabilities and applications available to the consortium are becoming more and more powerful with each passing day
- Active Cloaking Device: The Consortium's pride and joy. It is essentially an adaptive camouflage system that renders any object or user invisible to the naked eye. The electromagnetic flux also makes it difficult to detect on scanners
- "Mania" Device: This device fabricates ship imprint signatures around a desired area, tricking a hostile ship's sensors into believing that the consortium force is severely larger than it truly is.

{ Scanners; 1 }

The Consortium's scan capabilities are meager, but effective. Bearing down on the same technological level as most other empires in the galaxy.

{ Energy Manipulation; 2 }

The Consortium's energy manipulation practices have been improved, thanks to the re-engineering of Qetesi technology. Pulse technology can now be harnessed as a viable power source.

{ Empire bonuses & traits }
* Increased production capabilities from corporate proxies
* Boosted economy from various corporate proxies and the black market
* Increased awareness of galactic activity from intelligence network(s)
* Slipspace Drive technology
* Stealth/Cloak Technology

Quote :
{ The Consortium Military }

The armed forces of the Rahmos Consortium is built upon mercenaries, assassin, hired specialists and brainwashed cannonfodder. Though they take great pride in their manipulative puppet structure, the consortium is not foolish enough to leave themselves undefended from the looming threats that expand across the galactic charts, and have in response erected a private army to heed the call, should the need for direct military intervention be deemed a viable option.

When not in direct engagements, the consortium military engages in black operations, terror, propaganda, sabotage, espionage and assassination through a network of spies and trained killers.

As they are easily outmatched by any standard force out there in the galaxy on the open field, the consortium's forces rely heavily on hit-and-run tactics which involves hard-hitting weaponry, stealth technology and surgical strikes for maximum damage. Appearing out of nowhere and making use of whatever trickery they have up their sleeves to disorient and swiftly end their opponent. They don't fight fair.

{ Army }

A vast collection of brainwashed loyalists connected to a cadre of elite specialists with a specific task in mind. The "Army" of the consortium is heavily fixated on long range, devastating weaponry and electronic warfare. Prefering to engage the enemy without the fear of retaliation before it is too late.

{ Sub-article; Black Guard }

Consortium Blackguard:

The Black Guard acts as the main military body within the consortium and are unofficially deathsquad operatives. They are deployed as garrisons for consortium facilities, warships and other. Additionally, they act as clean-up crews when removing unwanted individuals or when traces of their presence must be terminated with extreme prejudice. Every operative receive extensive mechanical and biological augmentation and undergo mental reconditioning to breed an effective killing machine without remorse or regret. Only blind loyalty. They are armed with an arsenal of destructive weaponry (The M-VI-DER "Ares" Laser Rifle, M-IX "Styx" Plasma-thrower, and M-III "Apollo" Missile launcher) and clad in lightweight yrridium battle-armour.

{ Sub-article; Stealth Corps }

Consortium Stealth Trooper:

The Stealth Corps is comprised of elite reconnaissance and infiltration units that excel beyond the capabilities of any other division within the consortium military. Only the best, the brightest and the most promising volunteers make it through the unforgiving program that produces these monsters. Further more, they are biologically-enhanced beyond all other divisions to ensure maximum efficiency in their fields of expertise. They are armed with customizable M-XII-MDER "Hermes" Laser Precision Rifles and clad in the M-I "Achlys" Active Camouflage Exosuit

{ Sub-article; Praetorian Guard }

Consortium Praetorian:

The Praetorian Guard represents the sword of the consortium. They are highly trained, heavy assault stormtroopers backed up by mechanized vehicles and other support assets that engage hostile forces mercilessly with the entirety of the consortium arsenal at their disposal. Their ranks are mostly made up from indoctrined slaves, death-row prisoners and hand-picked individuals. They are the first ones to push through the breach. They prefer heavy armour and weaponry, but variation is possible.

{ Navy }

Consortium Navy:

The Consortium realized that without an effective fleet to reach out across the stars, their empire would crumble in neglect and become a viable target for foreign aggressors. The Navy is the consortium's fist, spreading outward to extend their influence and power, meanwhile defending it's interests.

I don't know. Something about starting off with all tier 2 is rubbing me the wrong way. Who knows

I don't really think any additions will balance that out.

In fact, he does not even have Faster Than Light travel as one of his traits. He does not have any form of method to leave his planet, so he can not go out and overpower everyone with superior tech.

If he gets FTL in a trade will likely become more powerful than the largest majority of races, having four out of about 7 tech areas to progress. It is entirely possible that nobody would give him such technologies, but most likely he will.

I would ask that he reduce one of the tech levels of his choosing to a lower level unless he can explain why having what he has is detrimental to his race or is balanced.

Other than the fact that his race is taking the form of the Brotherhood of Nod, I like it.

Scrin Forever.

Improved, but energy manipulation is HUGELY powerful, and incredibly op in respect to its potentials, especially for a starting race. Generally a starting race is pushing when they use Tier 2, but Tier 3 is unheard of. I'd also suggest bumping your thread when you make updates.

As it stands, this empire seems to possess the proper starting resources and tech and has a satisfactory level of detail (though I would like to know more about what you mean by "energy manipulation"). The ships are especially impressive, I'm a sucker for detailed ship descriptions.

I wonder what this means for the Hierodule Protectorate...

Energy manipulation is basically the empire's ability to harness energy. Like, fusion, nuclear, etc. etc.

Not like Aeria Energy manipulation where you can cast all the spells you want and kill everyone

Just noticed the usage of slipspace. Slipspace is a tier 2 warp method, pioneered by the Zaedrax. Might wanna alter that, and the posts regarding that.

Slipspace means nothing actually.

Speshul snowflake.

Isn't slipspace basically just a fancy way of saying warp?

Like, "slipping" into space

and

"warping" into space

It's very similar apparently, but it is still somewhat different. Regardless, they are still different methods, and at least different dimensions. So Zaedrax called Slipspace, you can use warp, or maybe some other unique name for it. It is different from hyperdrives and such, more potential.

Hyperdrives are better by my GM opinion. The amount of power given is directly proportional to how fast you can go.

They are both two different methods, and though hyperdrives may be better at straight forward transportation, they lack the versatility of slipspace ruptures/ warp.
